Despite measures taken by national governments and international organizations with various supply reduction strategies. One of the main reasons why it failed is because of the financial investment involved in eradicating the coca and poppy fields which is highly prevalent in countries like Afghanistan.

The investment required for this eradication campaign involves both money as well as large amount of labor as this is a manual labor intensive exercise.

Another important reason is due to the challenges involved in removal of precursor chemicals (material that is used as raw material for producing plant based drugs) as it is also used in legally manufactured products like Paint, Cleaning materials and Medicine. Due to this, drug networks use official import documents for import of these materials.
