The main reason is that this Constitution is effective, the ideas that are put into it has served the nation well. Ever since it was created, modified and used until today, we live by its rules and enjoy the freedom it established for all Americans.
The rebellion was launched by the CPN-M on 13 February 1996 with the stated purpose of overthrowing the Nepalese monarchy and establishing a people's republic.
