Necessary means: It is required to be done, achieved, present; needed; or essential.

So in other words, if someone says something is necessary; that means it needs to be done.

An idiom that has a different meaning than what it sounds like.

It doesn’t actually mean that the steak is high. “The steaks were too high” simply means that it’s too dangerous/risky.
