Venezuelan President Hugo Chávez was elected to his post in 1998 with 56.2% of the vote and convened two Referendum of Approval the following year. In the first one (04/25/99) the citizens approved the convocation to a constituent assembly to reform the Constitution of Venezuela in 1961, and in the second (15/12/99) the people approved the Constitution drafted by the Constituent Assembly.

The first referendum asked: "Do you summon the National Constituent Assembly with the purpose of transforming the State and generating a new legal order that allows the functioning of a Social and Participative Democracy?" and "You agree with the Executive's proposals ..."

The second referendum asked for itself or not if you approve the Constitution drafted by the National Constituent Assembly.

In short, the people voted to approve a Constitution that would allow the development of a Social and Participative Democracy. The government of Hugo Chavez was called Socialism of the 21st Century.

Since democracy was already existing in Venezuela before, we can say that the best answer is B.Socialism.
