There were no such things as politicians in the 14th century, so option A is incorrect.

Foxes could probably terrorize a local community but that would not be exclusive of the 14th century.

Regarding option C, orphanages as we know them, came to existence in the 16th century. In the 14th century the institution that could be considered an orphanage was the foundling home, and it was created by the church, not by landlords.
