The Connecticut Compromise was putting together 2 plans. The bigger states like Virginia wanted the representation to be based on population, while the smaller states like New Jersey wanted equal representation of all. So the Connecticut Compromise proposed the House of Representations(based on population of states) and the Senate(each state gets 2 representatives). This makes the answer C. a bicameral Congress. Bicameral just meaning two houses. Hope this helps!
