The fees for domestic withdrawals are split between the bank and the ATM operator. If withdrawing internationally, the fees will increase.

In order to avoid  ATM fees, the best strategy is to only use those ATMs that are within your bank's network. If the card holder checks the debit card for an ATM network logo, he/she will know which ATMs are in the same network that his/her bank. Those ATMs will not charge the card holder extra fees for withdrawing or doing any transaction.
