Jack talks about cutting the pig’s throat which makes it sound like a savage action and spilling her blood which reinforces the lack of care and feeling shown towards the pug’s carcass. The verb "looks" would be in this case a linking verb, since it is helping the reader understand the point of view of the observer. The weather itself is of course not "looking" anywhere.
