The dictator that refer to the problem is General Manuel Antonio Noriega. He was part and a military leader of Panama from 1983 to 1989. But it happened that his actions were unacceptable to American law enforcement officials because of being a major cocaine trafficker for years.

Many jurisdictions elect their judges, but this is often done in spring elections with under a 20% turnout. Other than those two paths, and of course being a plaontiff or defendant, the only way to be a part of the judicial system is by getting a law degree.</span>
