That is true. Active transport goes against the concentration gradient. Particles want to move from higher concentration to lower concentration and even out, but active transport makes them move against that.
Complementary pairing goes like this:
A pairs with T and
C pairs with G. Nothing about this changes unless you get to mRNA (But we won't go into that) :)
So if you have a strand that goes TCG GA then your pairing will look like this:
