Even though there was a lot of bitterness between the North and the South during the Reconstruction era (the period of time right after the Civil War), the biggest failure of that time was that <em>it failed to give African Americans the option to own land</em>. This problem is bigger because its aftermath kept the African American community still under certain oppression by a white majority in the southern states, leading to the need for more reform in the XX century.

It of course cold not end the the bitterness between the North and South. That would have to be mended over time not by just trying to reconstruct things.
