In this quotation Winston Churchill is expressing reproach with the use of the word dishonor in regards to whoever he believes acted dishonorably. The word reproach means to address someone in a way that expresses disapproval or disappointment (in this case it is disappointment or disapproval in the other parties actions which he has labeled "dishonorable."

The immediate reaction of the Japanese people to end the isolation was to be angry and they saw it as a sign that the Shogun was weak, causing a civil war. There were also external pressures that led Japan to make the decision to end the isolation, as: many countries wanted to trade with Japan, Commodore Perry and the United States offer promises. Also internal pressures such as: natural catastrophes that make rice scarce, causing hunger and death with riots in the city.
