What is the difference between a stated power of congress and an implied power?

Stated powers are powers of Congress explicitly stated in the Constitution and given ti them. Implied powers applies to powers exercised by Congress that are not expressly granted to it by the Constitution but are deemed to be “necessary and proper” (Elastic Clause) in order to effectively execute those constitutionally granted powers.
