The Southern Oscillation, also known as El Nino, brings in significant changes of the weather on all areas that are affected by it. Texas is also affected by El Nino, and that is manifested in milder temperatures and increased precipitation.

La Nina and El Nino have the total opposite effect on the weather conditions of Texas. While La Nina brings in warmer and drier weather conditions, El Nino actually brings in milder weather and much more rainfall.

Texas in general is semi arid. The temperatures are mild in winter and high in summer, with the rainfall mostly being absent for most of the year, and the majority of it falling intensively and seasonally. When El Nino is active though, Texas receives much more rainfall, making its temperatures lower in the process as well.

This is actually welcomed by the Texans, as the increased rainfall is good for the agriculture. The people are happy as well that they have lower temperatures for some time, so they are experiencing extremely high and unbearable temperatures.
