16 * (Ivan's velocity - 1) = 8 * (Ivan's velocity + 1)

(16 * Ivan's velocity) - 16 = (8 * Ivan's velocity) +8

8 * Ivan's velocity = 24

Ivan's velocity = 3 kilometers per hour
