Forced appropriation of food products and surplus grain from the peasants was also practised during this period. Such policies negatively affected industrial and agricultural production as there were no incentives to grow surplus grain, hence the production of food grain suffered and threatened the urban residents.

<em> Labour productivity and industrial output also suffered as large untrained bureaucracy was created to supervise the newly centralised and state owned economy</em>. By 1921 the industrial production was down by one fifth of its prewar levels.
