   is 6 : 2

∵ 6 : 2 = \frac{6}{2}

- Simplify it by divide up and down by 2

∴ The simplest form of \frac{6}{2} is \frac{3}{1}

∵ The ratio of Monique's  number of laps she ran to the time she ran

   is 10 : 4

∵ 10 : 4 = \frac{10}{4}

- Simplify it by divide up and down by 2

∴ \frac{10/2}{4/2} = \frac{5}{2}

∴ The simplest form of \frac{10}{4} is \frac{5}{2}

∵ \frac{3}{1} ≠ \frac{5}{2}

∵ The simplest form of them are not equal

∴ These ratios are not in a proportional relationship
