Administrative function refers to the function that allow them the ability to implement a certain program/decision The judicial function on the other hand refers to the function that granted them the ability to make judgement in handling conflict resolution.
The main idea was to establish the rule of law in the first settlement and set the pricliples for a self governed body through the faith in God, loyalty to England, mutual regard and equal laws.
