So to find difference we need to subtract by taking carry, we get

738-645=93

In the second pair,645 and 649, begin with same number 6. In middle, Both have 4. At last, one has 5 and other has 9.  

To find difference we need to just find the difference between the third digit as other are same.

Therefore 649-645=4

So comparing both the pairs of number is different as difference in first pair is greater than difference in the second pair.
