For these numbers we have that the difference between both is:
 649 - 645 = 4

 Therefore, comparing the first two numbers of the second two numbers is different because the difference between the first two numbers is much larger.

So to find difference we need to subtract by taking carry, we get

In the second pair,645 and 649, begin with same number 6. In middle, Both have 4. At last, one has 5 and other has 9.  

To find difference we need to just find the difference between the third digit as other are same.

Therefore 649-645=4

So comparing both the pairs of number is different as difference in first pair is greater than difference in the second pair.
