Then

0.056 / (-0.004) = 56 / (-4)

because the common factor 0.001 cancels.

Next, 56 = 28 * 4, and 4/(-4) = -1. So

0.056 / (-0.004) = 56 / (-4)

... = (28 * 4) / (-4)

... = 28 * (-1)
