I think the answer would be b; animals that are lower on the food chain are normally herbivores; making the decrease of fish not an affect any of raccoons. They, therefore, will increase.

Explanation:

Wetlands are the shallow lands which are occupied with the water either seasonally, temporary or permanently.  It acquires water from surface runoff, rain water, water from water bodies like lakes, rivers and ponds.

According to the given situation, dumping of chemical into the wetland will likely to contaminate the water which will lead to the decrease in the fish population due to toxicity of chemical. Due to this we would expect to see a decrease in migratory bird population, like the ducks. This is because of the fact that migratory birds will receive dead and toxicated fishes as food. This will lead to the decline in the migratory birds population.
