The correct answer is by Alexander Hamilton, James Madison, and John Jay in defense of a strong federal government.

These papers were created as a means to justify why the delegates at the Constitutional Convention should ratify the new US Constitution. At the Constitutional Convention, there was much debate about the size and scope of the federal government. This is due to the fact that many Americans feared a strong central government after what happened with Great Britain and King George III. However, these three aforementioned men wrote over 90 different essays defending a strong federal government and how it would NOT infringe upon the rights of American citizens.

Your answer is B, however this is only partially correct because while the papers promoted a strong central government it was actually written to try to persuade the US States to ratify the constitution.

President Roosevelt is a strong president. His leadership skills had guide the United States through the Great Depression of the 1930s and most of World War II. The fact that he's the only president to serve more than two consecutive terms in office - managing to secure a fourth term before he died in 1945 is a strong proof that he's far better compared to other Presidents of the US.

Popular sovereignty means that D) all government power comes from the people.  An example of this is from the U.S. Constitution which is the phrase of "We The People".  This phrase supports the idea that people are the main power and source of the government.  And nothing can happen without their consent.
