The hormone will bind to the receptor and leads to the activation of phosphorylation cascade of proteins. The phosphorylation of JAK2 protein will cause the activation and phosphorylation of the STAT5 protein.

The rate of decrease (percent decrease per minute) of the levels of the phosphorylated STAT5 protein from 10 min to 30 min can be calculated as follows

= (100 - 40) / (30 - 10)

= 60 / 20

= 3/ min

Thus, the final rate would be 3 per minute.
