The communist/democratic divide also led to an arms race which resulted in proliferation of weapons of mass destruction. The fall of the Soviet Union led to the disintegration of states and the Balkanization of various states which resulted in conflict and even genocides.

This requirement is a holdover from early American history when one of the country’s major political fault lines divided big states from small states. The founders hoped this rule would prevent the largest states from dominating presidential elections.
