A. SSB prevents reannealing of the separated strands, so strands would quickly reanneal and DNA replication cannot proceed.

Single-stranded binding proteins, or SSB, appear on the strands to separate the strands. Without a separation force, the strands would simply bind back together through hydrogen bonding.

What is the best course of action when a food handler has questions about how to properly wash their hands?

I would say the best course of action would be to actually show them ie demonstrate good hand washing activity what with soaping up a lather and washing both the inside and outside of the hands for awhile to ensure no bacteria will be introduced to the food and also ensure the food handler uses neoprene disposable gloves when handling food.
