Simply just isolate x to the left on its own first.
ax+2=3x+b
    -2        -2
ax=3x+b-2
-3x  -3x
ax-3x=b-2

Then factorise x out
x(a-3)=b-2

Ans: x = \frac{b-2}{a-3}
