Under the United States Constitution, slave owners had the right to reclaim slaves who ran away to free states.

The Fugitive Slave Act was enacted by the US Congress in 1850 and become one of the most controversial components of the Compromise of 1850. The Compromise was a set of bills enacted as a form of agreement between slave and free states, after many years of political confrontations between the two blocs.

The Fugitive Slave Act was issued to ensure the return of slaves that had scaped to free states, to their owners, and the cooperation of officials from Northern free states in these procedures. Also, tougher penalties were established for those who tried to circumvent the regulations contained in the act.
