Congress passed a revised Fugitive Slave Act in 1850. Part of Henry Clay's Compromise of 1850 which forcibly compelled citizens to assist in the capture of runaway slaves. With the Fugitive Slave Law of 1850, the federal government had to assist the slave owners. Under the United States Constitution, slave owners had the right to reclaim slaves who ran away to free states.

The Compromise was a set of bills enacted as a form of agreement between slave and free states, after many years of political confrontations between the two blocs.
The Fugitive Slave Act was issued to ensure the return of slaves that had scaped to free states, to their owners, and the cooperation of officials from Northern free states in these procedures. Also, tougher penalties were established for those who tried to circumvent the regulations contained in the act.
