In my opinion, Kelly is in the stage of contemplation!

She intends on starting her health behaviour in the future (within the next 6 months).

She hasn’t started to take small steps toward the behaviour change, which leads me to think that she’s not in the preparation (determination) stage!

I believe this is true, abstinence is the act of not continuing to have sex so if a person DOES NOT practice abstinence, then that person could get STD or if it is a female, she could get pregnant. Hope this helps:)
