Capacity of 60000 litres "to 1 significant figure" means that lower bound is 54449, upper bound is 64999.

=> 10% of that capacity is more than 54449/10 = 5444.9 litres

Tony pours in 5400 litres of water "to 2 significant figure" means that lower bound is 5349, upper bound is 5444.

Because 5444<5444.9, then clearly he is not correct when he said " I have filled more than 10% of the container"
