The water particles had no chemical change, they only changed form. This makes it a physical change.

Water boiling is a physical reaction only because during physical reaction ther is change of state but during chemical reaction there is breaking or making of bonds. Water changes into steam that is gas from liquid but it still is water not hydrogen and oxygen.
