The Articles of Confederation gave the government a lot of help but it didn't make it very powerful because there were flaws that didn't allow the government to enforce their laws. There was also no courts to punish the people who committed wrong doings.
Um, that's still called discrimination. <em />It doesn't matter if you're a minority or not, if you are being discriminated by the color of your skin or any other thing, that would still be discrimination.
