  8. Chief Citizen: Represent the public and works for the public interests.
  9. Chief Administrator: In-charge of the executive branch of the federal government.

This couple year span affected his presidency in a positive manner, as people did not fear nuclear warfare as much as they did during the Kennedy administration.
