The answer is D. When is says a translation right you have to subtract that number (a translation left means you have to add) and when you translate the equation down, you subtract.

f(x + n) - translation n units left

f(x - n) - translation n units right

translation 7 units right and 9 units down

f(x - 7) - 9 = |x - 7| - 9
