According to the US Constitution after each census the House of Representatives is to be reapportioned according to the results of the census.
But after the 1920 census that never happened, because the number of representatives would have bloomed to 483. It was not addressed until after the 1930 census.
They dealt with it by assigning the permanent number of 435 representatives.

The Athenian democracy was a direct-rule government, where an assembly of citizens would meet to debate and decide al matters of government: spending, war declarations, treaties. 
The American government is republic in the form of a representative democracy. In the United States, we elect representatives to the legislative branch: the US Congress.  The representatives do all of debating and deciding on matters affecting the nation.  The US Congress is a bicameral legislature, which means there are two houses: a lower chamber called the House of Representatives and an upper house called the Senate.  The House of Representatives is large, composed of 435 members. Seats are apportioned to districts based on population size.  The districts do not cross state lines.  The Senate is composed of 100 members, 2 per state.  Originally, senators were appointed by a states governor or legislature.  Since the passage of the 17th amendment to the US Constitution, however, senators are now directly elected by US citizens.

1. Because the congress must analyze all the points presented in the new bill, in addition to analyzing whether the law does not contradict the laws already established. In addition, it is necessary to wait for the approval of the executive branch.

2. The system must be optimized because if a bill needs to be made, it means that there is a socioeconomic need in the country that needs guidelines to be established.

3. It is preferable that laws are made quickly, if this is done through an efficient system that minimizes errors and shows positive results for society. Thus having a dynamic legislative system that is highly efficient and less expensive.
