Essentially it acted as a series of French client states in modern day Germany, in fact Napoleon's conquests where one of the main factors contributing to German Nationalism. Citizens of these newly established client states had one thing in common, that being ethnicity, so most citizens of these new client states felt united in ethnicity and in a resistance to the occupation by the First French Empire.
