Well, if you do not count y as a vowel, we have 5 vowels. There are 26 letters in the alphabet, plus the 9 numbers gives us 35.

As a fraction this gives us 5/35, which is equal to 1/7. As a rounded decimal, this is about 0.14.

As a percent, this is about a 14% chance of it generating a vowel.

The answer is 0.14.
