1. make it income based
2. make it so people have to re-qualify after 3 months
3. set the poverty level so only people under it can accept help
4. verify that people who are provided help, have used that help and aren't wasting it, letting it sit, or giving it away (depending on what it is)
5. make people work harder to have to get the need so that if they complete all the tasks required of them, you know they are truly in need and not just trying to pass it off as need. Like make them have to prove they are low-income, that they don't have a job, etc.
