Explanation:

Before the United States Constitution was created, there was the Articles of Confederation. The Articles of Confederation was very weak and gave little to no power to the federal government. The government under the Articles could not properly tax the citizens, regulate trade, or create and enforce laws without the approval of many of the states. This made it very hard to get anything done.

Anti-Federalists felt as if having a strong government would make it easier for the citizens to be abused, like what happened with Great Britain. On the other hand, Federalists felt like the Articles of Confederation was too weak and was doing more harm for the country than good.

The Articles of Confederation originally was going to get revamped, but actually ended up getting tossed out all together. The United States Constitution was then created and gave the government more power, which some people still didn't agree with.

The Federalist Papers were written by Federalists, to try to explain the new power that the government had under the United States Constitution. As many Anti-Federalists were angry and didn't quite understand what was going on, the Federalist Papers explained how the power was going to be divided and to assure citizens that the government would not get too powerful. It talked about how the power would be divided between the branches, how power would be shared among the states, and other important information about how the government was going to work.
