Histoy is important so we know what went on in our past and how the government was then, how like it was for the slaves back then, etc.

History is what has occurred in the past that has brought humanity into what it is today. It is important, for not only are we able to learn from our ancestors, but also the things they did right & wrong. We copy what they did right, and learn & adapt to avoid doing the wrong things again. Without history, we would literally see "history repeat itself".

Moreover, the government similarly needs to adhere to these laws, and therefore, the king cannot enforce his will, but he has to negotiate and collaborate with the rest of the government.
