x = number of tablespoons needed to fill water bottle

1 tablespoon = 15 mL

x tablespoons = 15x mL (multiply both sides by x)

Set 15x and 560 equal to each other. Solve for x

15x = 560

x = 560/15

x = 37.333

x = 37.33
