The answer is 32 rooms did not have an ocean view.

25% = 1/4
( the word of is a keyword that the operation will be multiplication :) )
Knowing this information, the problem is askong 25% times 128.
1/4 x 128= 32

25/100=x/128    

25 times 128=3200

3200=x100

3200 divided by 100=32
x=32
32 rooms did not have the ocean view.
