The proposal of Pennsylvania congressman David Wilmot aimed at avoiding slavery in the lands gained after the Mexican-American War (1846-1848), fearing the addition of more pro-slavery territory. The proposal was neutralized in the South-dominated Congress, but it encouraged fierce debates on slavery, and ultimately, led to the creation of the Republican Party.
