Think about, maybe it is (D) They focused only on solving the problems & issues that had troubled their cities in the past. you see they would be focusing their city a lot because they don't what can destroy their and what can't. they have to make sure that their is no bad guys attacking their fort and that there is no problems with the way the cities were built.

passage 1: Passage one has a mostly positive tone. Allow me to explain. The words used can set a peaceful, calm mood and allow you to paint a beautiful picture in your mind. Words such as bobbed, lapped and quaint suggest calm movements and an enjoyable environment. However Passage 2 is mostly negative in tone. This scene, unlike passage 1 sets a miserable, dark mood, and seems like an unlikely place to be comfortable in. Words such as ragged, frigid, slapped and weathered suggests a worn raft, cold waters, and miserable conditions, perhaps life threatening. Therefore, it is negative in tone. To sum up everything previously stated, passage 1 has a mostly positive tone, whereas passage 2 is mostly negative.
