I would make a law by making the survivors vote for one and only one person to lead. The person who gets voted to be the leader will not make people do any certain things. He will only make some rules up. Like no one is to kill each other. They will get to say statement like "No one shall kill humans, we are a pack and we will stick together. There responsibilities is to keep the pack together, and in a team. There Will be houses to keep everyone in shelter. There will be one per Family.
