Neurons work with each other through electrical events. At synapse, which is the "junction" between two neurons, a chemical neurotransmitter is released by neuron A , caused by an action potential.

Memory is often described as a function of brain cells which form connections by getting together.  "Long-term Potentiation (LTP)" is a constant increase in strength after a high frequency chemical synapse. Thus, this is the concept of LTP says that if two neurons "activate" at a given time, then the "connection" between them will increase and as a result the memory will also get strengthened.

1. I believe the role of community in reducing crime is not to actively catch the criminals, but through the act of helping those in need within their community.
When members of the community help each other, people wouldn't be in a situation where they struggle to find food.
This alone will dramatically reduce the number of crimes.

2. I believe it's because there is nobody that dare to say and ackonwledge their community has a problem because of the fear of being judged.
Somebody need to step up and openly say that members of community that conducted the criminal acts must be shamed and encourage those who don't to work together and develop their own economy.
