1."Our constitution works" , in other words : the laws are what govern the people not the people. Basically you follow the rules because they are the law, not because someone is making you.
2. Article II, Section 2. paragraph 1 of the US Constitution allows the President to grant pardons for crimes against the US Government, not involving impeachment. Incoming President Gerald R. Ford pardoned Richard Nixon on 8 August 1974, the day before Nixon's resignation on 9 August 1974.
