Discussion:

Persuasion has the objective of making the audience of one person or more believe and support the presenter's ideas. For example, If I believe that a metal chair supports more weight than a wood one, I would try to persuade with the goal of making people support that claim. The easiest way is with facts. However, even if hard grounded facts, there are some variables that affect my speech effectiveness, in this case, profanity and political correctness.

When considering using those two forms of communication, I have to have in mind other factors: who is my audience? Age? Culture? Reception for profanity or political correctness? What is my setting? Where Am I doing the speech? For example, If I’m in a bar with friends, humor using profanity could be more assertive than the opposite. If I’m in an office, the political correctness could be much more adequate, etc. When choosing between these two forms of communication, I have to choose the most adequate word choice, formality level, slangs, cultural references, academic level in data, etc.

"Aggressor" is a fairly political and loose term. I believe they were both proportionally bad in the situation. However since you are likely looking for an argument for one side, I suppose I would have to go with the USSR. They started the Berlin blockade which both violated treaties and nearly led to a large war. At the time in Russia, if anyone disagreed with their secular agenda or government they would be exiled. I think it's important though to again point out that contrary to popular belief, both sides got into unwanted wars and did aggressive things during the time and neither should be dubbed the only "aggressor"
