"is not more than 36" can be rephrased as " is less than or equal to 36"

hence

27 - (2/3)x ≤ 36      (subtract 27 from both sides)

- (2/3)x ≤ 36 - 27

- (2/3)x ≤  9   (multiply both sides by -1, remember to flip the sign)

(2/3)x  ≥  -9  (multiply both sides by 3/2)

x ≥ -9 (3/2)
