The model focuses on the importance of disorder which refers to broken windows, in generating serious crime. Disorder is not described as the main linked to crime, instead, disorder leads to increased fear and withdrawal from residents, which then allows more serious crime to move in because of the loss of control of informal social activities.

Police play a key role as it can help reduce fear and disorder. Since they focus on crime and not on disorder, the crime rate does not decrease.
