Then all solutions of unequality y\le \frac{1}{3} x-3 are solutions of unequality y\le \frac{1}{3} x-1, but not all solutions of unequality y\le \frac{1}{3} x-1 are solutions of unequality y\le \frac{1}{3} x-3. 
For example, if x=1, y=-2
